While the game had a marginally smaller player base, it had a 1/8192 chance to encounter a shiny, and on top of that there's ways to increase your chances even more, that's a tad bit higher then 1/32000 lol. That and having the ability to turn the feature off or limit it would negate any spam annoyances. As far as newbies being ripped off, have it be a feature that needs to be opted into and and maybe it gives a warning.

So years ago I played another Pokémon MMO (can’t remember the name) but one of my favorite features was, when someone caught a shiny, it notified everyone in global. Obviously this could be turned off in the settings or opt’ed out of. It was cool to congratulate people in real-time on finding a shiny.
