If I remember correctly this has been done before. Basically everyone was dry passing substitutes with jolteon. This would probably be more broken now with the new battle items. In my opinion leave baton pass banned.

Okay so a little thing to throw out there. We didnt decide to do this. This is how it always has been in pokemon. You need to catch atleast 1 5x31 ditto and catch or breed a 5x31 genderless mon (ofcourse they cant be the exact same 31s) to get a 6x31 genderless. Could this be done better? Sure, but that's with everything. But this is a feature thats in the original games. As for your perfectionism; I am sorry but getting a 6x31 starmie will be quite the challenge.
