Well.. compared to mewtwo appearing in cerulean cave, the owner is still trapped inside after catching it. While the other can hide immediately especially when caught in tricky places.. EDIT: not opposing any ideas though, just stating the possibilities~

I mean they could be anywhere when they outrun chasers, or eventually when no one's around it would simply be like a hide and seek event~

Give exp share to one of your pokemon, finish E4, then go to grass patch below pallet town, give lucky egg to the same pokemon, and gain level there with tangela while you wait for 30 mins or less. There are other ways but this is the simplest way I can think of~
