Nope, PC Expansion gives you extra slots to store pokemons on your PC, this only affects one character and it has nothing to do with the number of characters an account can have. This just gives your character's PC extra slots for storage.

I'm pretty sure there is no option to buy a fourth character. That would be pointless as we allow unlimited accounts. Unfortunately, characters are not deletable for the moment, and we do understand your concerns.

Yes, I strongly believe the number of accounts per email address is unlimited.

Sorry for characters are not deletable, nor are accounts. However, you may have up to three characters per account and as many accounts as you'd like with the same email address.
