Which Pokémon should be caught and upgraded for good pvp results in the Kanto region?

Every pokémon can fit.

You can catch Eeve and turn it to Jolteon

We don't need to go far to answer this question.

 

Gyarados is excelent (dragon dance/waterfall/earthquake/ice fang or crunch)

 

Dugtrio/Dragonite/Gengar/Alakazan alot of sweepers 

 

If u looking for tank (wall) Chansey is good

Besides the ones already said :

Scizor, Kingdra, Magnezone, Starmie, Espeon, Kabutops, Cloyster, Tentacruel, Aerodactyl, Crobat, Porygon 2 and Z, Umbreon.

 

Those are mainly for Over Used.

 

for lower tiers you still have great choices : Machamp, Snorlax, Kangaskan, Slowbro, Nidoking, Nidoqueen,  Lanturn, Arcanine, Butterfree, Golbat, Blastoise, Venusaur, Charizard, Muk

 

There is plenty of very good pokemon in Kanto.

Personally I like ditto. It can transform into every pokemon, so if you train it long and hard, you basically have every pokemon
