Can Venusaur not learn Amnesia...?

I bought a Venusaur for $500K as a tanky mon, and went to the move tutor. All move tutors in all regions don't have Amnesia for it. Am I missing something or has it been removed from Venusaur's movepool?

I did some Googling but can't find anything about the location of Amnesia in PokeMMO.

Venusaur learns Amnesia by TM.

I guess I assumed it wasn't a TM since there isn't any for sale:

 

 

Will have to wait till one's up. Are there any NPCs that give it or is it a dropped item in any of the regions?
