Why is Pheno so hard to find?

Why Pheno is such a rare event and still hard to find when the Pokes are not even good?

There should be rarity only among the Pokes found inside, with the exclusive ones being harder to find.

I feel that it is not very difficult to find a Pheno, usually the players warn about them in the global chat of the game, you just have to be attentive.

 

Besides Mysterious Gem Cluster which is also useful to sell or get elemental gems, if that Pokémon (which is usually rare), appears shiny, you could get many millions fast
