Unable to vist sevii islands

I don't remember bill asking me if I want to go to island one and when I looked for him in the pokecenter he was no where to be found.
When going to his house he is there but when talking to him he just says tells me to check his pc and some eveeolution thingy comes up.
I can't fly to the islands or anything is this like a "soft lock" or am I just being an idiot

Defeat the alliance to reach the first three islands of the Seven Islands, the 1st, 2nd, and 3rd islands. Two weeks of storyline to reach the other four islands, perhaps you can find him

The first 3 islands are unlocked after defeating the leader Blaine on Cinnabar Island, (7th badge), Bill will appear outside the Gym and he will ask you if you want to go to Island 1, later, after defeating the Pokemon League, you can access the rest of the islands

go to the sailor that lets you into the ss and you can ask him to go to the first three islands. like the image above posted by Fvv

I've fully beaten kanto and I cant accesses the islands and at all and no Bill isn't in the pokecenter he's at his house

talk to a mod in the game maybe they can help?

Go check the pokecenter on Cinnabar island and see if Bill is there.  if he isn't, go in and out of the gym, you may have teleported out of the gym which causes you to skip the trigger for the boat.

Went in and out of the Cinnabar gym a few times and nothing seemed to have changed he's not in the pokecenter but instead in his house.
Not sure what else I can do.

Did you try talking to Oak regarding the new species that have been sighted in the region after defeating the Pokémon League?

 

Edited: I take back what I said, I was so sleepy that I hadn't even seen the first screenshot xD, issue solved, talk to Bill who is next to the gray-haired npc and now yes You can go to the Islands
