Here is why i believe Tornadus would be a good addition to PokeMMO:
- It´s tiered in UU in gen 5, so it would not break PvP (Raikou and Suicune are also UU)
- It would be cool end-game content (after completing OT dex?)
- It´s a Legendary (duh)
It would also be good if everyone with the requirements to make it appear gets a new chance to obtain it every 3 months, similar to Entei, Suicune and Raikou.
I believe on top of Celestial Tower would be a good place for it.
