Hacks Roms Pokémon Graphics

Hello, Hello. A question, I would like to know if the use of Hacks Rooms that only improve the graphic aspect of Pokémon games is allowed..

Aside from the ikarus ips which makes HGSS kanto become pokemmo kanto, I think rom hacks aren't allowed for graphics

Yes they are, it's just that for the most part, mods will change what you want changed. The only exception is, like you mentioned, tilesets, but not everyone knows how to work with those so I guess that it not being as accessible is the reason as to why we don't see as many IPS patch files as we do actual modpacks.

As far as i'm concerned you can to change graphic only, and adding things won't work. 

Also it doesn't go against Code of Conduct as it proibites us from sharing the roms to others or facilitate the distribution of them in official MMO platforms, but doesn't care to us using modified roms or getting the modified rom through channels that aren't official.
