You cannot delete accounts. You can only delete characters if they're older than 2 days. Don't worry about the account name, it won't be the same as your character name. :)

Because the other servers are probably full. Latency is high because you are probably far from the server or your network connection is poor. Type /ping to see the exact latency. All you can do is to log out, wait, and hope that you connect in another server that is close to you. ¯\_(ツ)_/¯

Again, try contacting an admin, not a CM. They might have the power to undo the mail if the person is inactive.
