Even if such a system were put in place it would not make those particular pokemon more used, the deleveling system does not take evolutions away it just lowers the level of. So people with a Typhlosion, Golem, Ivysaur dueling in a level 5 match in such a system would still be using those pokemon, just at level 5.
I think a NFE format would do a better job of accomplishing what you want if using stuff like that is your goal, but even then there will always be good pokemon and bad pokemon, and some things will never get used.

I don't think its a good idea to make it view based, forces players to take part in something they otherwise don't necessarily want to, even if they have the option of declining it becomes a nuisance to anybody running the story. Alternatively though you could use the matchmaking system already in place in the game by doing what razimove said to do, it doesn't effect another players experience while you retain your ability to find battles at any time.

This exists already for the medicine items, hyper vitamins or whatever they are called give 100 evs per use.

It appears to be working fine for me, what npc where you fighting, what level is your eelektross as well as IVs, EVs, and nature

When multi-turn moves KO in succession, exp is sometimes rolled over into one message, so the exp from the second KO was was rolled over into the message from the first.

Are you sure you are looking at the IV tab and not the EV tab, they look very similar.

You probably fought a pokemon with the ability Contrary which causes stat increases/decreases to have the opposite effect. leaf storm is working correctly.

Hold whatever you're "B" button is bound to down until you start hopping then use a directional key, don't try using a directional key until you have started hopping.

Also Hydro Pump is a special move so it wouldn't be effected by an attack increase, it would need a special attack increase.
Aqua tails damage was increasing in the tests I did(as well as the stat stages were changing correctly).
