Since the developers refrain from making legendaries catchable to maintain their rarity, this concept doesn't require changing that aspect. Legendary boss fights would essentially present these creatures as formidable challenges rather than catchable entities. This idea can be extended to various legendaries from different regions, making it a rich and diverse endgame content for players while remaining within realistic expectations for the developers.
