Did I break my pokemon ?

Hello everyone,

I'm fairly new to the game and I need help to figure out a way to solve my problem.

I tried to raise a breloom to catch other pokemons, I bought what I think was a "good" one and started EV training him, but now I'm lvl 39 and I realize that he doesn't have spore....
I thought spore was a TM but it's not and apparently only his previous evolution can learn it right ?
 

So I don't know what to do, did I ruin my pokemon ?

Can I "devolve" my pokemon ?

will he still learn the shroomish moves at lvl 40 ?

I would feel so bad wasting so much time and potential for a single mistake.

use heart scales on a relearner npc on any pokecenter.

Thank you for your help, but I don't think I have access to the relearner yet, I only have 5 badges...
Is there no other solution ?

Move relearner as far as I know is in all centers so as long as you have the heart scales you should be fine

Normally only Shroomish learns Spore at Lv.40 not Breloom

 

As the others say, you can use a Move Relarner (Silver haired guy) in any Pokemon center to teach it to Breloom
