What is the best Pokemon for cute charm?

I'm interested in building a good cute charm Pokemon to shiny hunt a female Unfezant someday. What Pokemon would you suggest? What moves, evs, and IVs should I build it with?

But if you go shunt in hordes, you most likely want to kill entire horde and leave only shiny to catch. I think it's better Clefable due to it's acess to 3 options of recovery moves(Wish, Soft-boiled and Moonlight) and Aromatherapy if you're worried about status condition.

Ability: Cute Charm 
EVs: 252 HP / 240 Def / 16 SpD  
Nature: Preferable Calm, other +Sp. def natures maybe work except Gentle and Careful
Level: most close to 100 that you can reach.
IVs; Try at least equal IVs on Def and Sp. Def.
- Ice Beam  
- Wish/Moonlight  
- Soft-Boiled 
- Heal Bell/Hyper Voice/Teleport(If want a safe switch to your catcher, good if the target is for example a Flying-type and your catcher is a Breloom(4x weak to fight) for example.)
