In this case Shuckle has been moved from the NU tier to the UU tier for testing. This is the explanation on the test (which you can also find here): "Shuckle is going to be suspect tested, up to UU from NU. The reasoning for this is Shuckle's defensive capabilities, being incredibly difficult to even 3HKO. This capability allows it to come in on a large amount of pokemon and force them out, knocking off items or poisoning potential switchins. Thanks to his ability to force out a large amount of the metagame, he can greatly support his team mates. The purpose of this suspect test is not to see how the metagame looks without Shuckle, but to better assess Shuckle's role in the metagame and what it's unique characteristics mean within the context of determining whether or not it belongs within NU.
