The latter is definitely not happening. Low accuracy moves are typically high risk, high reward. If you're not running a rain set, the chance that Thunder will miss is the only reason to use Thunderbolt. However, a player willing to take that risk and run Thunder will have much higher damage output assuming that the move hits. Zap Cannon and Dynamicpunch would lose their gimmick and become extremely dominating if you take away that element of risk too. Whether to play it safe and run weaker moves or be willing to take risks to run stronger ones, that is the player's choice. Key word being choice. If all moves were perfectly accurate, there would be no disadvantages to only running the strongest.

Due to a bug with Spit Up, the move will be temporarily banned in competitive play until it has been fixed. This ban applies to all tournament mode duels and by extension all official events. Requiring items instead of money adds some more variety while making otherwise useless (when you have more than one) items actually useful and therefore worth hunting for. By extension, it makes the locations you find those items in worth hunting in post-story. Routes 12 and 13 would be rarely used if not for Farfetch'ds and their Sticks. Adjusting the hold rate of certain items or reducing the tutor's requirements isn't out of the question if it turns out to be too difficult to teach a particular move.

No such shiny hacks exist. Hacks to find unobtainable Pokemon also do not exist. In any case, a single Sudowoodo per character can be found at the Battle Frontier. You need to use the Wailmer Pail on it to start the battle.

Actually, this team is possible. Miltank, Heracross and Aerodactyl aren't evolved Pokemon. In order to get Snorlax's pre-evolution, you actually need to give it an incense when breeding.This entire team is possible prior to Munchlax's existence regardless. To get a Jolteon and Starmie, you need to use an elemental stone, which can be used on lv1 and doesn't require any leveling up.
