I also think that PP recover's nerf was not an appropriate change for the game. Also, no one asked the community's opinion on this matter, it's unfortunate. Contrary to what you seem to think, I don't think Salamence or Dragonite are good solutions for Ice Punch Gallade. Banning Sacred Sword would not solve the problems we are currently encountering since players would just be playing Close Combat instead.

Personally, I don't think there's even a debate to be had regarding Shaymin. The pokemon is obviously too strong for the tier in the current format, so it should logically leave the tier at least for a while. Maybe it will be okay to see him in the tier again when new changes appear in game. But what is certain, and everyone who plays in the tier currently says it, is that immediately there are no effective counters in the tier that can allow him to stay here. Getting it out of the tier can only be a good thing and is currently necessary for the tier to be properly playable.

I will only give my personal point of view. I don't find it necessary to upgrade Toxicroak and Seismitoad to OU. The use of a pokemon in a tier depending on many factors, I don't believe it makes sense to only consider the percentage of use of these. Currently, for sure, if there's one Pokemon to raise from UU to OU, it's Porygon2. Regarding the pokemons that go down from OU to UU, I think the list is correct even if I have a slight doubt on Salamence. Also, I think it would be nice to give Haxorus a try in UU. Regarding pokemon going down to NU, I find these changes interesting. Defensive teams will recover some support, which will probably allow us to see some more diverse teams than at present.
