I missed Entei last month, now im at 19.075 encounters and still no Entei, am I just unlucky? Or did the odds decrease? Do they decrease exponentially if you missed it the first month?

so where is the Move Trainer that teaches self destruct hiding? Cause I checked all 5 poke centers and couldnt find Selfdestruct

or do you have to make a munchlax with self destruct then evolve it?
