I think Ferrothorn is without a doubt going to be the most popular new competitive pokemon. I'm sure there will also be hype for the return of the old Ubers, prepare for Gengar/Tyranitar/Salamence.

The OP as fuck legendaries that will never be allowed in PvP and PvE will presumably never be permanently obtainable.
As for the first thing, I imagine they kinda want to trickle HA's in slowly. First because it gives them more time to make them work, and secondly because it gives pvp players something to look forward to in updates. It's not exactly unheard of for this game to change aspects of PvP like that slowly over the course of time through multiple updates.

And Milotic has higher base speed, so in your "venusaur switches in on milotic" scenario, it could get hit by ice beam, then get KO'd by the next one because Milotic is faster. Granted this will pretty much never happen because lol offensive milotic, but saying "okay so a hard counter comes in on your thing, what do you do to regain momentum?" is a good question, and the answer lies in prediction, the rest of your team, and how much of your team your opponent has seen. One of the things about Venusaur is, the way its coverage works, most of the time you've got like a 2/3 chance of switching in on it correctly, because while say something like milo gets hit hard by giga drain, it's tickled by sludge bomb and hp fire. Same goes for switching in shit like Metagross, Flygon, Skarmory, Arcanine, etc kinda just went down usage and named things. But yeah, point being, when you're predicting a move from Venusaur, you've got the advantage on attacking moves, and that's not even regarding the fact that Venusaur is going to want to use Growth at some point.
Also what in the world would venu be suspected for? Offensive Uber? Seems like a super far stretch given the fact that it's pretty slow for a sweeper, requires set up, and is outclassed by other set up sweepers in the tier when it comes to the "you're fucked if it sets up" factor. -

Wobb and Sableye are priced reasonably, I think.
Pikachu is priced a bit too high honestly, I've seen random shiny Pikas sell for 6-6.5M recently, so I'd lower the price to around 6.5-7M if I were you.

To build on this, I have a politoed that I got for 11~ a few months back, and wag definitely isn't a 5m step up from toed for me since toed is the one thing in the species that actually looks good shiny.
Sableye I've seen go for like 7 or less a lot because again it's easy to hunt in hordes
wobbuffet i have no idea, and that's probably why you don't get offers for it because I doubt I'm the only one
pikachu I put at like 5-6, but I haven't paid a lot of attention to pika lately so I could be off

However, the OT is @Squirtle. Basically this shiny was given as a prize for tourneys before shinies became tradeable, so the OT increases the price IMO. I personally value Duskull at around 20m+ (Had over 5 offers between 17-20m for it).
However, many of my shiny trading bois have been gone awhile. Any thoughts on values for this particular OT?
I traded my last shiny duskull for something like 6m + 2 flaming skull masks, and I valued that trade at about 17m at the time, so that's kinda where I put duskull. Although I sold because I had expected it to drop in value because it's an easily huntable horde Pokémon.
As for OT squirtle I never really see people giving a shit about that (except for lolnoopkiller who will pay high for Lvl 1 OT squirtle pokemon) and quite frankly I don't see a reason too. Those prizes happened for a long time so they're not exactly rare to find, and any OT other than my own or close friends don't mean shit to me.
So all in all, I put duskull at 17ish and expecting like 3m+ extra just because OT squirtle seems silly to me

I really don't understand how anyone not on the tier council could provide substantial critique this list. As of right now, what do I know? Uhhhh, I know that the pokemon on the lists are almost definitely coming out, it's a safe bet that weather starters won't have permanent weather because Swift Swimmers are legal (also it'd be dumb), it's gen 5-ish, most if not all legendaries aren't coming, and SOME hidden abilities are being released, but I don't know which ones, although I can infer some based on the list. I dunno, maybe there's more information out than these tier lists and the bit I know/can infer, and I just don't know it because I haven't been paying much attention, but from the responses in this thread it seems most all of this information is internal, and just having these lists isn't very helpful.
With that being said, I'm going to cross out and critique the lists with some minor comments as to why I'm suggesting they be changed, since going in-depth will probably be wrong in some minor, or even major details. The point of the list is maybe you guys can "internally" re-analyze or look at some of the ones I suggest, I wouldn't recommend anyone point-by-point try and refute them, because some of it's probably wrong, but hey, you can't win them all.
Also, one last note; I am assuming the reason most of the pokemon are in the tier they're in is because you're being reaaaaally conservative, based on some of the pokemon I'm seeing. I'm guessing a good amount of these pokemon you put in OU aren't really necessarily pokemon you guys think are OU, but BL as well. and well boo that, lame af cmon guys. Any ones I striked through I think should definitely be moved. Anyway, here you go:
To answer a few things to the best of my knowledge to clarify:
Good Defog is probably going to be a thing
Hidden Abilities will not initially be a thing (pretty common knowledge)
No perma-weather at all (as is already the case with sand stream)
We're not really trying to predict usage, just placing things according to power at the moment, since we clearly have no usage to go by and we aren't psychic. So the things you say seem like BL, its basically because this is a huge BL tier list in the regard that we have no usage.
I think a lot of your "LMAO WHY IS THIS HERE???" comes from the fact that all of us on tier council are a lot more used to pokemmo than gen 5 (i personally barely touched gen 5 competitively) so shit like Medicham, Blaziken (although with a lack of infernape to 100% totally outclass it it looks not as ass), Milotic, etc just seem good to us because its hard to think they'll go from top tier OU pokemon in game right now to being not OU at all later on. Those are basically the kinds of things we wanted to hear from the community on the matter, so thanks.
Also cloyster will (probably) get shell smash + skill link (as its not hidden ability, just a secondary) and that's fucking terrifying to me.
EDIT: note that these things are just how we were told to consider them when building our lists, so they're presumably becoming a thing, but not guaranteed, so dont be mad if it doesn't all happen the way i said

Certain hordes are 3, others are 5. Spots with 5s that come to mind are cinnabar mansion and it's basement, pattern bush or what ever that heracross spot is, and sky pillar. Try those places.
Sweet scent attracts hordes. Every time you use sweet scent it takes 5 pp from every Pokémon in the party with the move. Leppa berries restore pp.
