my EVs are probably wack, they were really just my best guess for what I was going for. My goal here is to use Weavile, and the rest was just my ideas to fight the meta, and also keep things balanced. Any major holes? Is it weak to something? Any help appreciated.

Quite a few things:

 

Night slash is better on Weavile than Knock off. We do not have the buffed Knock Off in MMO.

Assault Gear on a Quiver Dance Volcarona won't work- it will prevent you from using quiver dance. Leftovers or a type-boosting gem would be better probably.

Chansey does not need Calm in our meta at all (no super ubers like Kyogre)- Bold 252HP 252 Def would work much better for you.

Rotom looks fine

Conkeldurr really wants Drain Punch or Close Combat for a powerful STAB, I think I'd remove Rock Slide for it

Bold Salamence is out of meta currently (it's much better used as a sweeper/ wallbreaker), also I think you'd rather want Flamethrower instead of Thunder Fang and also Dragon Pulse instead of draco meteor if you're using Bold nature.

 

Overall it doesn't look bad as a start- I think you can begin playing with it and then figure out where are you weak and what you would need to patch.
