OU elo calculation

Why are there people with low winning percentage, very few matches but high elo?

I take as examples Meltdown (OU season 15's highest win rate to date is 86.50%) and CFHSW (66.67%). These two players have almost the same number of wins and elo but their win rates are very different.

Say Meltdown is from USA and plays at GMT-6 period of time, he's mostly facing opponents from american continent (evening in the week, daytime weekends)
Now say CFHSW is from China and plays GMT+8 timezone, he's most likely facing off against other chinese players who play in the same time as him (evening in the week, daytime on weekends).
Now you can compare the amount of Chinese players in very high elo with the amount of Northern and Southern Americans in very high elo.
You could easily conclude that CFHSW has been playing against much higher elo players in average during his grind, while Meltdown probably farmed a lot of mid/low elos.

 

Another effect could be that the 2nd player started grinding his ranked games much later, when everyone else on the ladder was higher in overall elo, meaning more gains and less loss for him than someone who would start from day 1.

CFHSW, he participated in climbing the rankings very early, this is an example. I understand that the matchmaking is random, somehow he can always meet a lot of high elo people in his matches.
