After some research, I found the following:
Increased potency of all males in the world, lowering egg creation timers from 10 minutes to 2. Increased difficulty of breeding with Ditto. Two pokémon with the same species will now have significantly higher chances of producing eggs than with Ditto. As far as I can understand, the game checks every 2 minutes whether or not a egg will be created. The probability of creation depends on the pokemon you are using, and it's much lower when you're breeding with ditto. Seems like you're having really bad luck.

Archaeologists investigating sites in the Hoenn region have stumbled onto an interesting find, a cryptic message whose meaning has yet to be deciphered.
Reports were confirmed from crews working in other archaeological sites around the region that similar messages have also been found.
Experts speculate that these clues could lead to some ancient treasure hidden somewhere in the region.
All of the top puzzle and code experts have been called in to decipher these clues. Will you be among them?

How this Works:
All players who registered to take part must meet in the Devon Corporation Building on Channel 7. At the start of the event I will give the first clue in Shout chat. Each clue you get will give you the location of the next clue and a code word. Once you have located the Archaeologist with the next clue you must whisper the code word to them. They will, in turn, whisper you the next clue and the process will begin again. There will be 7 clues in total, the seventh giving the location and password needed to obtain the treasure. The first player to decipher all of the clues and locate the treasure wins. Registration Start: Thursday, July 23 8PM EDT | 12am GMT

Such an area would be harmful to the overall map, as it only serves to make other areas obsolete.

Increasing the staff size would not do anything to mitigate the limits on official event scale size at all. There's still the issue of making sure enough are online at the same time to run tournaments with more than 64 players. Even then would anyone really want to sit through a 128 person bracket that isn't automated? Anything larger than 64 players inherently needs automation. Plus it's already been stated, more staff will not be added just for the sake of running official events.

The battle frontier isn't implemented, that's why those Wailmers are placed there.

Weepinbell evolves with a Leaf Stone. The others evolve when you trade them to another player. I suggest asking a friend or staff member to assist to eliminate the risk of another player running off with it. You can do this at any level.
