Possible Solution for ALL Legendaries

What if the devs made ALL legendaries become capturable, but with certain limits so that it doesn't ruin the balance of competitive play yet still allowing everyone the satisfaction of obtaining them permanently. Like maybe allow only one of each legendary per account (with the exception of rotational roaming legendaries like the dogs), and at the same time only allow one legendary to be in a players party at any one time specifically for pvp. that way everyone can have their legendaries, but no one can just squad up with a full party of em and dominate. Vote up to get the devs attention if you think this is a good idea

seems to be one of the big reasons why we don't have legendaries already, because everyone would just use them and pretty much render all the non legendaries useless in competitive play

I disagree. Adding on to what @razimove said, most legendaries are underwhelming at best in competitive matters. People can be biased by nostalgia thinking legendaries are something great when in reality most of them were hardly OU.

devs dont want to spend development time adding essentially just trophies to the game. i think it would be more realistic to add the ability to fight more storyline legendaries (without being able to catch) and adding repeatable events with rewards with existing legendaries (like boss fight rematches). but at the end of the day legendaries arent very high priority outside big updates like johto or the possible addition of dungeons.
