Is the Red fight working properly?

Hello, I make this post because trying to infer the sets from the new team variations added to Red's Rematch atop of Mt. Silver, I came across this anomaly vs Samurott, where the damage that he's doing with no-Torrent range Expert Belt max Special Attack Surf doesn't add up properly vs a +1 SpDef Volcarona (look at first Surf damage)

252+ SpA Expert Belt Samurott Surf vs. +1 4 HP / 0 SpD Volcarona: 161-194 (51.6 - 62.1%) -- guaranteed 2HKO <--- Intended damage roll

I'd rather see the community working together to learn the builds themselves. Discovery is a big part of planning strategies.
