Remember when this was still being played? Yeah me neither.
It is such a fun and challenging thing but the payouts are just not worth it. So I wanna suggest the following. Up the payouts from the elite 4 and give it like a 6 hour cooldown, same as trainers. This way you can still do this, in my opinion, fun instance while getting rewarded nicely and can't really get abused alot.
Pros: People will actually play the stuff you implement
