They use them alongside their ace and something else that matches their gym's type, so I'm inclined to believe that they aren't rentals and that the leader owns them. Rematches pull from all canons to make them a bit more challenging, so these species were no less suitable than the generous amount of non-matching ones the Kanto leaders have been seen with over the years. A lot of teams were shuffled around to account for the new additions, most Sinnoh leaders in the guide are inaccurate at the time of posting this. Link to comment
