In the past it was avaliable to be obtained via a NPC if I remember correctly, now, the only ones you can look for are either owned by old players/new players who bought them/GTL

if I remember correctly, for a very short time it was a pickup item but we're talking about history that was written on clay tablets

Most definitely not 45mil. There is one on the gtl for like 9mil.

I maybe mistaken but u know Those prices fluctuates crazily.. 

As far as i remember it was 45m for à prism scale

Maybe the come back of old players for johto has made more prism scales

i guess it was an item dropped with unova region for its first week before the devs deletes it and ppl who got it are selling it now to collectors for a minimum of 20m

 

its actually like rocksmash TM lately , some ppl sold it for 10m each after the devs deleted it cause its supposed to be HM
