The type (HP, Attack, etc.) and the amount (+1, +2) of EV obtained after defeating a Pokémon is specific to each species, you can find this information in the Pokédex. The best way to get EVs is to summon hordes using Sweet Scent, then use a multi-target attack like Surf. This way, you avoid getting EVs randomly because trainers use mons that produce different EVs. To beat the story, I wouldn't bother with EV training.

The movepools are up to date with generation 9 with no moves created after generation 5 since PokeMMO uses games up to that generation. Some moves have been removed for balancing reasons, but this may change in the future with the addition of complex bans. The only thing to worry about are egg moves which must be acquired through breeding. In your situation, you should evolve your pokes as soon as possible to get better stats, then talk the gray-haired NPC available in each PC to relearn any moves you might need. They require Heart Scales which you can get from a wild Luvdisc or on the GTL.

Yes, you're probably right and it's sad for players who want to acquire legendaries on their own. Maybe we should rejoice in the end, because it's several hours of content after all...

I agree that encounter chances should be increased and your suggestions are interesting but the problem in my opinion is that getting anything other than cosmetics through luck is neither fun nor fair. We need an alternative way that would guarantee the encounter, one that would require the player to invest time and effort and thus make legendary hunting unprofitable. At least for the first encounter and especially if other legendaries are added to the game in this way. Shaymin and the Wishing Stone were long and difficult to obtain but there was this feeling of progression necessary to not lose your mind. The quests felt legendary in a way because of the commitment required to get the reward and the rarity that came with it.
