It's possible that our administrators aren't ready to release the event just yet, and they're carefully considering the release dates. While some may wish for a release today, it might not be feasible.

We've just got an update focused on bug fixes. It's likely that the development team planned to roll out the Halloween event a few days after this patch, allowing some time for the bug fixes to stabilize before the event.

The odds boost from these legendary lures, while appreciated, doesn't quite deliver the legendary hunting thrill. With their limited effectiveness and the need for a bunch of encounters, a solid increase (I'd say 50% boost would start to make sense) would make it way more exciting, not to mention keep the challenge alive!
