Possessing banning Dugtrio before thinking about banning Gallade's pokemon or ability is a bit of a joke, if it is true that Dugtrio is good for opening holes in both stall and baland and offensive teams, but you will never see him sweep entire teams like Gallade, I think that before considering banning Dugtrio you should think about Gallade if you plan to balance Ou's competitiveness, if you want to achieve a good balance it is not to remove DugTrio and just leave that poke free.
