What are the best EV training and Level Spot in johto?

As stated in title. I'm asking this because the guides on Guide Tavern are still without information of Johto. 

I can train EV on other regions but i'd prefer to train in johto due to odds to find Entei, Raikou and Suicune

All i know for now are these Lists of EV Train in Johto:

 

Attack EV - Seaking @ Entrance of Mt. Silver Cave (HM Surf Needed)

Defense EV - Steelix @ Alpha Tyranitar's Room in Mt. Silver Cave (Morning/Day Time Only & HM Rock Climb,Surf & Waterfall Only & Finally, Mold Breaker Ability Needed)

Sp. Attack EV - Golduck @ Entrance of Mt. Silver Cave (HM Surf Needed)

Speed EV - Poliwhirl @ Nearby PC in Mt. Silver (HM Surf Needed)

 

For HP & Sp. Defense EVs, idk excat where already sadly...

 

P.S. Steelix is the Only Highest Exp. Gaining in Mt. Silver

I'm confused. You want to hunt the legendary beasts while evtraining? They do not appear/ overwrite hordes afaik

Same here & only Suicune will Encounter in Water at Mt. Silver while your at Speed EV Train thou...

no, i'm teaching moves to smeargle, and since i'll do this for a lot of those, i don't want to leave johto for leveling up and getting sketch back. So i want the hordes there to train speed and atk after teach something to them

           Raticate @Route 39

Golduck & Seaking are the Non Sturdy Pokémons & the 2nd Highest XP. Spot in Mt. Silver Cave! Seaking gains 10 Attack EV & Golduck gains 10 Sp. Attack EV. Just Enter this Cave then Surf & you may use Sweet Scent on Golduck & Seaking as Horde.

I wouldn't recommend that spot because Mantine (Horde, Lv. 19 - 22) knows Wide Guard. Wide Guard protects the Pokémon from AoE moves like Earthquake or Discharge.

Are they worth more than the Hoenn BF or Rapidash Rt 12 hordes?

what is the best spot to farm Exp that doesn't involve Mt. Silver

Main problem is i still has to fill my dex and this will be boring as f*** to do
