It would surprise me if they were banned but that's a good question, Lanturn is pretty good in OU. EDIT: OP Only states that "Additionally OU Pokemon from after the Spooky Event is Banned" so it doesn't look like UU Pokes are banned. Link to comment

That is not correct, any Pokemon on the banned list cannot be used at all. If they aren't on the list they can be used. Link to comment
