A discussion on which eventual new moves should take priority if ever added

Now hold on, dear mod who is about to lock this topic and post your automated response of "At the moment the devs don't have any plans to add new moves", this is more or less a discussion about balance and moves that should prioritized in case the devs do eventually decide to work on adding new moves. I figured I'd make this an open discussion since there's a difference between what people would like to see and what would benefit the meta game in general by making some Pokemon stronger. My intention is to make the game more balanced by adding small buffs to certain types of Pokemon that might need them, as some types have no decent moves that scale off a certain stat, I believe this kind of thread is necessary.The worth  of the moves should be decided by their BP, distribution, necessity and uniqueness rather than sheer power.
When suggesting please try to justify why you'd think it'd be a good addition and provide examples of Pokemon that would benefit from the move. I'd really like to avoid discussing Stealth Rock and Scald here but whatever that's a personal thing.
 
Discuss and suggest the moves you want added, as discussion goes along if a move gains notable support its name will be colored green, on the other side if solid arguments are made against the addition of a certain move (IE: The cons outweigh the pros making a certain Pokemon/type too powerful) it will be colored red, if a move's inclusion is certainly controversial and has a pretty decent amount of support as well as a big opposition its name will be colored yellow.

 

I'll start by listing a few moves that in my opinion should be added, however the priority should be moves like earth power, x-scissor, flash cannon, that would  grant some Pokemon a STAB move scaling from their main offensive stat.

Reasoning behind it: Lack of reliable physical grass type move, Leaf Blade has very little distribution and Bullet Seed isn't as reliable for damage since it fluctuates between dealing 50BP to 125BP damage, leaving it to luck to decide the battle for the user.
Cons: Might make Breloom a little too strong.

Reasoning behind it: Water is a strong type for sure, it might not need a buff, but due to the lack of priority moves or physical water types being used besides Gyarados, I believe it'd be a neat little buff for these fellas that don't quite have the speed to deal their damage.
Cons:Belly Drum Azumarill might become a bit problematic

Possible benefitors: All physical attackers with coverage issues.
Reasoning behind it: The closest thing to a physical Hidden Power there is, instead of sacrificing some IVs you sacrifice your held item. This one is up to discussion but I think it's worth mentioning, it might even help the berry economy in the long run.

Possible benefitors: Beedrill, Crobat, Fearow, Flygon, Gligar, Jumpluff, Scizor, Scyther, Swellow, Yanma
Reasoning behind it: There's a lack of physical bug type moves besides Megahorn which has awful distribution. U-turn would also add more depth to pivoting and scouting as well as allowing some frailer pokemon to hit and run while gaining momentum.
Cons:Hit and run strategies might punish people who aren't using entry hazards.[/spoiler]

Reasoning behind it: Lack of physical bug type moves, between this and bug bite I felt like this one had the better distribution to discuss it.

Reasoning behind it: It won't hurt to give these Pokemon the ability to move faster
Cons: Rhydon would likely become really strong with a double dance set, but it'd have to give up coverage for it.

Cons: We don't have enough hybrid walls to deal with this I think, specially against calm mind sets with signal beam

Trick Room

Trick Room reverses the move order within each priority bracket so that Pokémon with a lower Speed stat attack first, whilst those with a higher Speed stat will attack last. Individual brackets are still maintained; moves in higher priority brackets still work before moves in lower ones regardless of Trick Room. This effect lasts for five turns, and using Trick Room counts as the first turn. Similar to Magic Room and Wonder Room, using Trick Room while it is already in effect will end it immediately.

Possible benefitors: Slow pokemon
Reasoning behind it: Adds some strategic diversity allowing slower powerhouses who lack defenses to shine without exploding first.
Cons: It's not really that strong nor necessary

Cons: Might make Psychic types a tad bit too strong if coupled with Psyshock, forcing Dusclops into most teams.

Possible benefitors:Aggron, Cloyster, Crawdaunt, Glalie, Kangaskhan, Piloswine, Rhydon, Swampert, Walrein
Reasoning behind it: Would let some of the slower ice types to hit harder.
Cons: Swampert might become a tad bit stronger.

Reasoning behind it: The best special dragon type move is dragonbreath, while Dragon Pulse is a good inbetween, the lack of dragon usage in the OU tier might allow this to be a good addition since dragon is only SE vs itself.
Cons: Critdra might become too dominating

"Heavy Slam deals varying damage depending on the weight of both the user and the target. The heavier the user is in comparison to its target, the more damage will be inflicted. The base power varies as follows:

    120 base power, if target's weight is less than or equal to ⅕ (20%) of user's weight.
    100 base power, if target's weight is greater than ⅕ (20%) of user's weight and less than or equal to ¼ (25%) of user's weight.
    80 base power, if target's weight is greater than ¼ (25%) of user's weight and less than or equal to ⅓ (33.3%) of user's weight.
    60 base power, if target's weight is greater than ⅓ (33.3%) of user's weight and less than or equal to ½ of user's weight (50%).
    40 base power, if target's weight is greater than ½ (50%) of user's weight."

 

Possible benefitors: Aggron, Golem, Hariyama, Snorlax, Steelix
Reasoning behind it: This is mostly for Aggron and Steelix, a decent BP steel type attack that isn't Iron Head so Scizor doesn't become too dominating.
Cons: Very little distribution, Iron Head might be a better pick

Reasoning behind it: No special dark type move in the game, would help dark types overall, hopefully moving one of them to OU permanently.

Possible benefitors: Absol, Arbok, Cacturne, Dugtrio, Golem, Hitmonlee, Hitmontop, Kangaskhan, Mightyena, Nidoking, Seviper, Shiftry, Slaking, Sudowoodo
Reasoning behind it: Priority mind games, while it can be used to revenge kill a subsalac/enduresalac moveset it will also allow some slower pokemon to stand a chance against some of their counters.
Cons: It'd be giving Slaking priority and would turn some games into coin flips

Foul Play

"Foul Play inflicts damage. It uses the target's Attack stat to calculate damage, as opposed to the user's Attack stat. The target's Attack stat modifier is incorporated into damage calculation. With the exception of the Attack stat and Attack stat modifier, all other factors affecting damage calculation, including the item, Ability, type, and status ailment of the user of Foul Play, are incorporated as normal. An exception to this are Huge Power and Pure Power Abilities, Foul Play will be calculated with double the target's attack stat only if the user has one of the Abilities."

 

Possible benefitors: Absol, Gengar, Houndoom, Hypno, Porygon2, Umbreon
Reasoning behind it: It's a move to stop physical sweepers, similar to Counter but not really, if they try to set up on your face they'll end up crushed by this move, it also allows revenge killing on slower set up mons.
Cons: Allows some Pokemon to have an offensive presence they shouldn't have.[/spoiler]
Nasty Plot

Possible benefitors: Cacturne, Crobat, Houndoom, Hypno, Jynx, Minun, Misdreavus, Mr.Mime, Ninetales, Plusle, Sableye, Slowking, Shiftry, Togetic
Reasoning behind it: Special Attack Swords Dance, it's a nice buff for some speedy could be sweepers that simply lack the punch to deliver.
Cons: Some of these guys will definitely raise a tier or two

In my opinion, it's not a question of what moves should be added, but when. The developers of this game understand that there is an imbalance and the complaints of the community only act to reaffirm that. We are in a current state of limbo where there is honestly no true balance to OU, and the lesser tiers are facing a similar fate because of this. I hope, and believe, that in time the developers won't pick and choose moves to add, but rather decide to implement an entire generation of moves. For example, Gen 4 moves which would undoubtedly change the meta for the better. But until then, I think the bigger focus should be to reassess the necessity of the tier council and also complete the Gen 3 pokedex which includes pokemon like Zapdos, Suicune, Latios, Latias, Celebi, Jirachi, and others.
