You cannot, PP Max are to be crafted. Pretty sure you can do that at any Elite 4 Shops To do that you can use BP on white herbs which are a necessary item to craft them. But you'll also need other ingredients

The UU and NU communities have been thinned over the past few years by the lack of objectives on ranked and the constant nonsense meta changes. I'd say the first one and a half years of matchmaking after the release were decent in terms of finding matches, so like season 1 to 6. As Incognition mentionned, the only time you'll find people playing a lot is in the first few weeks of a season and the 2 weeks before seasonals pretty much. Never expect to play ranked when PVE events are going on, I had some year where it took me 8 days to find a single game (basically the whole event) to be able to not decay

You can always sort of manipulate the AI with the perfect team so that the same thing happens all the time and then you'll only fear misses or crits Idk if it's any different this year but that's how it used to be imo

If you don't use them by the end of the event it will be removed before the next Halloween starts and maybe traded for something else if the devs are nice 😉 But it's not a guaranteed money making method to keep them until next year for the recycling, so keep them at your own risk or sell them before event ends
