Bug with usage or hidden rules ?

Let's go back to this topic : 

So here we can see that OliverExtraLarge have played more than 600 games in OU ranked, i asked him if he played with the same team and he told me that he played more than 200 games with this team. 

so i searched magikarp and feebas in usage and i was surprised to find this:


i also looked for january and find almost the same usage for both of them. 

So the problem is : we have tiering based on usage and what if these usage are false? Or if it is intentional, can we know when usage is taken into account ?

Usage bellow 350 or 450 elo isn't recorded.
That's a thing that was set up after complaints in the first few months of the new PVP system

They should not count usage from players with 30 or less game played too... I've passed for both Low and High ladder and i can afirm that the most Negative IQ gameplays come from 500(Unranked) and 400-
