If Shinies become easy to get then it's not worth getting them. The entire thing about them being hard to obtain is what makes it special. If I invest a ton of hours and effort and find a shiny it feels like I am on top of the world and that feeling means everything. Making the encounter rate less will just ruin it. Shinies will become less desireable first of all and they will hold little to 0 value towards the economy.
