[I had such a strong feeling that it would pay off to invest some time once into writing this text...] Your cap will rise with the next badge gained. What the NPC is telling you could just not be updated yet to the levelcaps present in this MMO. The mechanics used in PokeMMO with lower levelcaps and the mode without a free switch when you faint a pokemon of the opposing team both actually balance the fights. You as a player may now less likely win due to a higher level (as your level is closer to the enemies you are encountering) or beneficial free switches (alone). This is intended. During your playthrough, you are now more and more pushed to use strategic moves/good teambuilding/... to win fights. Hereby, by the end of the story you are supposed to have somehow aquired the ability to prevail in these kind of battles to be prepared for the endgame PvE and PvP as those require the same abilites. The means by which you are ultimately successful could be broad: Getting good wild catches/comps even, using movesets that work for you, finding people ingame/a team that helps you, trying over and over again, ... The important part is, that whatever skill/support you gained during the story to beat it will help you afterwards as well and thus make it more likely that you continue to play the game. I hope you are still able to suceed. You will be able to evolve Blaziken later, probable with the next batch. It might feel to you as if you'd progress slower, but at the end you might have learned more about Pokemon thanks to this game. Good luck on your journey.

Since you seem to already understand the mechanics of freeze I'm not quite sure why you're complaining about it being bugged since it's behaving as intended. Every turn you will have a 20% chance to thaw out, 12 turns in a row there is roughly a 7% chance to stay frozen. Also in te future bugs should be posted in the bugs report section

I've hunted shiny charmander for years, and when I'm saying years I'm not even exaggerating, I literally caught every shiny pokes I could find there except magmar and mander and I don't even complain anymore about it because that's how RNG works. What I'm saying is that you shouldn't complain when you got a shiny bagon OT and like 15OTs when there are people who hunt for the life of them and still don't succeed.

First of all i want to say is why there isnt a forfeit button, like when u click on it a extra warning pops up for the people who wants to easily finish the fight. Bcs i only see people going offline and going back online and its just to much work when u can make 1 button to fix it. Another thing is what i see on PokemonShowdown, is when u use a wrong move (missclick) u can just recover the mistake and use another move. Just bcs when u misclick u can ruin your whole game. This are just suggestions and dont mind by grammer lol

Make the prize non-shiny for dem lolz.

The main purpose of shinies is: to show off, invest in order to make profit or to expand your (OT) collection and feel proud about it. You talk so much about IV's but the vast majority of players don't care about IV's. It's the change in colour that counts, that is visible to other players. Changing the rate to 1 / 8192 (with donator status 1 / ~7373) would ruin the whole economy within a week. It would punish all the existing shiny owners, many of whom would likely leave the game. Once you completed the game, the main things you can do is pvp, hunting and trading. Ruining the economy with your idea would cause a lot of players to leave the game. We experienced a substantial increase in MMO's playerbase which already left deep scars on the economy. Super rare shinies are being found daily, which used to happen maybe 2-3 times a month, before the wave of new players joined the game. Making shinies easier to be found in the wild, would make them less attractive and much cheaper to get, meaning the "purpose of bragging" would no longer exist as much. A bit off topic, but I believe the best course of action in order to improve the economy is to lock any OT shinies, meaning they can not be traded. In order to remove the (trading)lock, the player must complete the region, where he found the shiny at(e.g. kanto, unova, hoenn). This would mean some less shiny trading and less newbies trading or listing their shiny for way too low.
